im just using the basic windows firewall, nothing else i can think off

i am unable to access http://171.67.108.157:8080/, it tells me it cant be reached. i have tried disabling my firewall as well and tried again but no luck there either.

my GPU never connects properly to a WU it keeps failing and i getting a failure to disconnect message.
