Lagging of the graphical user interface is normal (slow scrolling in a web browser for example) while GPU is folding. (at least this is what i saw in Linux, on dual monitors)
Flickering of screen is not normal at all.

What operating system? What connection of monitor, and what settings?

think you need to register your email and get a passkey. That's what gave me a ~ 7x boost in my PPD.

Hi, I have the same GPU.
Just click on the GPU task in FAHControl, and then it will show your PPD.
This is typically between 1-1.4 million for my RTX2070. If you have the same number then it should be okay.
(but this ppd number is reduced if you pause the folding)
