I had similar issues on an iMac Pro with 20 cores. I switched it to two slots, one 8 and one 12, downloading work isn't a problem anymore. Maybe multiples of 4 are better? (Sorry I haven't searched the forum deeper yet) =) Still getting none available for this config sometimes, but getting assigned...

I run into the same problem and found my answer here, it's unfortunate at this point in time. However I was able to get my Mac Pro 2010 with an RX 580 to support GPU FAH using a Windows 10 bootcamp partition. Unfortunately my work iMac Pro can't run Windows 10, so no GPU can be donated there for now...
