By "light" you mean the setting "Folding Power"? With this setting you will never get your GPU to fold, as "light" means only your CPU will be used. Turn it up to medium to also use the GPU slot.

Probably. Try -1% and watch how the clock speed develops, while folding it will always instantly cap out. The shown clock speed should be accurate.

Then you are probably on the lucky end, having a chip of higher quality. Every product is unique in its properties - some can handle more clock speed, some less. The finetuning is up to everyone on their own.
