I haven't observed anything else for other 169xx projects, AFAIK this is 16921 only. I had two consecutives run of this project last night, and both were rejected by the collection server.
First was Run 491, Clone 1, Gen 2
Second was Run 635, Clone 4, Gen 0

I am also outside the US.
