Why hasn't rebalancing worked in the past? because the processing power never made the transition. They were indeed dropped from BA, but didn't increase the number of machines running smp... people retired machines, people quit, they moved to different projects...sure some stayed...but not enough. ...

I doubt that is actually necessary but is more of an insurance policy if a sudden need arises. I agree. I'm not getting into the why or rationale for predetermining what percentage BA should be of total SMP... Just that it isn't difficult to provide feedback to donors on how well(or how excessive) ...
