No you won't. I've successfully ran RTX GPUs for years on the exact same CPU. The boost speed of 3,7Ghz is sufficient to run up to two RTX 3060Tis (provided your motherboard can split the PCIE lanes to x8, and if you run Linux, it could push three GPUs. An RTX GPU needs a PCIE 3.0 x8 slot under Windows, and an X4 slot under Linux. A top of the line GPU (RTX 3090, and 3080Ti) will need an X8 slot under Linux, and X16 slot under Windows. I guess a RPI 3 cannot reach the RPI 4 performance just by overlocking. Actually my RPI 3 is always running at 1350 MHz. (I slightly overclocked it from 1200 MHZ.) There is a way you can overclock the RPi3B, by a few hundreds of Mhz, making it about as fast as a 4B. But it might not be very optimal.
