Suspecting that GCN/Navi cards auto underclocked by drivers when fold low atom-count projects.
Please try to disable ULPS as written here https://community.amd.com/thread/176003 and compare PPD with ULPS enabled vs disabled for that small projects with lowest PPD.

Another cause of low PPD and underutilization with low atom-count projects may be ULPS enabled, everyone with Vega/5700XT/R-VII - can try to disable this thing and after rebooti see to PPD with low atom-count projects:

You can try to update both BIOS and OS to later kernel versions, Zen2 at moment of launch had some problems with Linux, which were fixed with later bios updates and with next Linux versions. As I can remember - Linux kernel 5.0 was pre-Zen2.

The Radeon VIIs really seem to like the 11738 and 11739 WUs, but it should be noted that (based on my results) the 11737 has disappointing PPD (~780,000) on the Radeon VII. Don't know any other card halving PPD on small atom-count projects, so in this case R-VII may be temperature limited, because ...

I tried WINE and it wouldn't work with my s/w You can try Crossover for Linux, based on Wine but with some tunings for suppirted applications, and more user friendly; free trial available for download from their site. Drivers do not influence FAH folding performance But they do, at least for Pascal...

Same problem. Last was PRCG is 14167 (4, 14, 191).
Both with old 7.4.16 and reinstalled 7.5.1 clients, AppData folder was cleaned before 7.5.1 reinstallation.

I have Strix GTX 1070 @ 2000 MHz @ Linux Mint. At Linux FahBench it draws 130 ns/day, but card's PPD nowhere near to other cards with more CUDA cores and with ~130 ns/day and only 800k @ 2000 MHz. Keeping in mind that 2060 have same 1920 CUDA cores as 1070 but with power draw at stock boost 1680 MHz...

I think that multi-GPU systems PPD degradation is because of copies of fahcore21.exe walking between CPU cores.
