Windows stutters & failing to restart or shutdown.

Hello,

I bought a new setup around August last year and I had an experienced friend build it for me.

Problems already started occurring in November where my Windows wouldn't update properly and I had to do full reset every time a bigger update came around.

Then in January CS:GO started acting up with barely noticeable stutters to pretty heavy ones which made it pretty much unplayable.

Looked around for different settings to change in the Nvidia Control Panel to turning off core 0 in task manager.
Feel like I pretty much tested every single tip & trick on google.

Didn't really encounter any issues in other games as far as I noticed.

Now, since March everything started going downhill with this beast of a computer, I fully reinstalled Windows but as soon as I started installing drivers it would stutter up and not reboot properly.

If I want to restart it will stay on the restarting screen and with the wheel spinning forever until eventually I end up with a blue screen with the stop code: DRIVER_POWER_STATE_FAILURE.

If I want to shutdown my monitor goes black as if the PC shuts off but it keeps running like its just idling.

Maybe its worth noting that I also used Oculus Rift S on this PC where I had to go through some steps to make it not hiccup in games (like changing USB power settings etc)

But these issues i'm having persist even now after another full reinstall without internet and only installing nvidia drivers and asus armoury crate for drivers and only connecting mouse & keyboard.
Everything is set to default in BIOS.

I also had another tech savvy friend have a look and he couldn't find any hardware failure although he didn't get to look at the SSDs yet. He mentioned this could point towards an issue with the power supply.

I feel like some of these issues have popped up after I ran folding@home at maximum but this is only speculations really because I cant remember exactly what time and when.
Im just a little desperate and asking for help anywhere I can.

AMD Ryzen 9 3900X
ASUS GeForce RTX 2080 Ti ROG Strix
Corsair Hydro H115i PRO
Corsair RM750x
G.Skill Trident Z RGB 3600MHz 16GB
Corsair Force Series MP600 1TB M.2 SSD
Samsung 970 EVO Plus 1TB SSD

As you can probably understand this issue is driving me nuts considering the money spent on this PC.

Any help is very much appreciated and I hope I haven't broken any forum rules by posting this here.

Nobody else has ever reported a DRIVER_POWER_STATE_FAILURE. I searched the internet and nothing anybody said seemed to be in any way associated with FAH or with heavy resource usage.

Have you adjusted the Windows power saving settings, such as disabling sleep//hibernate?

The latest bios (1408) for your motherboard came out last month, and the one before in March, which indicates that there were issues. I would give it a try.

I've tried different approaches when installing Windows too.

Fresh install (with internet connected), ran windows update, installed nvidia graphics driver and several drivers from the ASUS website.
After a restart everything went awkward, programs not working as they are supposed to, for example Steam popped up with a message where it said it had to fix itself from some errors occurred (cant remember exactly what it said),
ethernet not working, and windows stutters all over the place.

The issues will occur at random too, either from a fresh boot after being turned off all night to where i'm casually playing a game and notice very small fps drops and if I restart the game it turns real sour (unplayable).
After my friend had a look it lasted 2 days without issues (not installing anything other than essential and some games to play).

Maybe its also worth noting that I had a DOCP on the RAM to make it run 3600Mhz, but that was already up and running when I received the PC.
I will also add that it occurred when I for example connected some USB speakers I got (Sound BlasterX Kratos S5) and installed its firmware/software.

Recently read something about a KB4535996 update could cause windows stutters but I cant recall or find any similar updates to my system at this time.

Im clueless at this point.

Maybe it's nothing but your 1408 bios seems to be 7 days older than the one on Asus's website.
Anyways, I would try with standard settings, no oc at all. If it then works, perhaps a support ticket with Asus would help.

Yeah I noticed that too but i'm pretty sure I downloaded the one that's currently on their website, maybe i'll try flash it again.
On the current reinstall I kept everything at default but problems still persist.

A support ticket with Asus sounds like a plan.

Welcome to the F@H Forum moutin,

Sorry to hear you're having computer issues. I have noticed that every time you performed a fresh installation, you installed ASUS drivers. I personally don't download any drivers from any ASUS/Gigabyte/MSI sites. I either download it directly from Intel or go into device manger and use Microsoft's Update drivers to find the best possible match. The only exception is for GPU drivers which I manually install without internet connection when performing a fresh installation.

If you unfortunately have to do another fresh install, this would be an approach:
0) Create USB image of Windows 10 using the tools from Microsoft website (https://www.microsoft.com/en-gb/softwar ... /windows10) and load the Nvidia Drivers on it (https://www.nvidia.com/Download/index.aspx?lang=en-us)
1) Disable internet access (LAN/WiFi)
2) Reset the BIOS
3) Install Windows 10 via USB created i step 0
4) Install Nvidia drivers
5) Connect your system to the internet and perform updates on the Device Drivers using Device Manager (https://support.microsoft.com/en-nz/hel ... te-drivers)
6) Install all Windows Updates

Have you checked the Firmware of your SSDs? For Samsung, this is what I used (https://www.samsung.com/semiconductor/m ... oad/tools/) and found this for Corsair (https://www.corsair.com/ww/en/Categorie ... -downloads) I am assuming that you have already ruled out bad RAM and have tested the individual modules and slots?

If I recall correct there was at least one fresh install where I didn't use ASUS utilities, but I haven't tried your exact approach either.

Both were up to date on firmware.

I haven't checked for bad RAM or the modules and slots but I will check with my mate if he did any of that when he had a look.
I'm not so experienced when it comes to that myself so if you got a list of steps I can go through that would be much appreciated.

Although i'm getting pretty bored with these fresh installs I will have to try your method.

I also read about the Valorant anti-cheat Vanguard causing issues for alot of users, could this be the root of the Windows stutters etc?
Also, would a normal uninstall possibly fix the issue or would you recommend another fresh reinstall of Windows to rid of any remaining files?

I have done this in the past and I consider it easy for me but it can be a bit of challenge if your new to this. However, it can be a learning experience.
I would suggest that you install Linux Mint and this guide is very detailed and has pictures too to help out: https://linuxmint-installation-guide.re ... en/latest/
Once that is done, I would suggest to stress your RAM with this tool: https://github.com/stressapptest/stressapptest

Hopefully, your friend can help you out especially when it come to running the stressapptest :)

Hey,

I ran memtest86 and it came back with no errors.
Haven't checked modules etc. but I thought I could add that on the newest version of the nvidia driver I could recreate the problem
but when I shut down everything nvidia in the task manager I managed to restart the PC without any hiccup or bluescreen.

Is there anything you can think of that this points towards or any known issues with nvidia?

Maybe these are big noobie questions but I rather just put em out there to rule anything out :D
