I got a few of 13413 with normal PPD and normal wattage usage, but this one is performing badly.
It uses 45W less than normal and the PPD decreased to 15% of PPD from the other 13413.

Projects 134xx are being monitored very closely by the project owner. Those projects are rather unusual, so bear with us.

Also, of a new version of the core, FAHCore_22, have been in beta test recently and I expect the newest version to be ready for full release soon.

Thanks for the report! Project 13413 is a very small system, so will perform poorly on modern GPUs since it can't fill up the entire GPU. We're planning to restrict this to slow GPUs as soon as it passes out of BETA.
