17323: Work unit isn't accepted by collection server.

Hello,

I've got 17323 (0, 841, 34), and it's made 37 attempts to report to 140.163.4.210.

I've watched other units upload successfully to this particular server while this one just fails and fails to connect.
The other connection server issues I've seen all involve routers and firewalls and antivirus programs, but I'm perfectly able to connect for all other work units so I'm skeptical if it's related, but as an FYI, this is running on a machine without 3rd party AV software and tethered to Sprint via a Coolpad Surf.

WU00:FS01:Exception: Failed to connect to 140.163.4.210:80: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond.
