On Microsoft surface pro 4, if I unplug the power cable, it says the wu is paused but when I plug the cable back in, it appears to not resume. Actually I can press the pause button and get the same behavior

It has, AFAICT, re-started -- the pause was too early for the first check-point to have been saved, so that is expected behaviour.
Note that you will very seldom pause immediately after a checkpoint is saved (especially since it is not obvious when this happens), so a pause will usually result in some loss of progress.

Can I request the client to force a checkpoint when shutting down or pausing? Seems like it would be trivial to implement

No. The most you can do is set the checkpoint frequency for CPU folding cores. Minimum value is 3 minutes, maximum is 30.

And, no it is not trivial to implement. As it is, checkpoint frequency is set by the project for GPU projects, and for CPU projects the checkpoint is done on the next available cycle after the checkpoint time has been reached. So it might be a bit longer between checkpoints for a CPU WU than the exact time set in the configuration.

P.S. Too frequent checkpoints also slow down progress, and increase the chance that one is interrupted in progress. If that happens, either the WU starts over at 0, or it is lost and a new WU started.

The feature has been requested, but the developers have a big workload and a new Client/Control is not currently a priority.

Actually, it is unlikely we will ever get that feature in a client until the transition to a streaming client.

As example, the newest fahcores completely ignore the checkpoint setting in the client. The researcher behind each project number sets how often to do a checkpoint based on the data in those work units. Out of our control now. You will lose between 0 and 5 frames every time the fahcore exits, regardless of whether each frame takes 2 minutes or 2 hours.

Maybe we could get a timer showing time to/from next/last checkpoint?
