My experience to resolve this issue (Win7 x64)...

Search of my C: drive could not find OpenCL.dll. Using Device Manager to update my display adapter driver searched the Windows Update database and indicated that I was already using the "most appropriate" driver (interesting choice of words). Not giving up, however, I went to AMD Web site (here http://goo.gl/DI1iM), loaded all of their "Catalyst" stuff which included an updated driver. New search of C: drive found OpenCL.dll now living in System32 folder (as thread above indicated). My GPU is now happily folding away, no more errors

ATI Mobility Radeon HD5850
Driver before update: 8.820.5.1000 (3/31/2011) Provider: ATI Technologies Inc.
Driver after update: 8.982.0.0 (7/27/2012) Provider: Advanced Micro Devices, Inc.
Catalyst Version 12.8

Lessons:
-- Update display adapter driver
-- Don't [completely] trust Windows built-in "Update Driver"/Windows Update functionality
(-- Installing the Catalyst suite installed a lot more than just the driver, perhaps OpenCL.dll came from one of those other items?)

Hope this might help someone else

Yes, OpenCL comes with the Catalyst installation.
