I have a spare Tesla M2070, and would like to use it for this cause. I have no extra money atm, I was wondering if there was any ways to use crap parts, or donated parts, to utilize this? I am planning to run it 24/7 in a seperate system, as my current one is on my desk, right next to my bed.

YMMV, but I've had good luck with off-lease or refurbished workstations. I picked up a Dell Precision T7400 last year for under $350 US delivered. I think it was a mistake as it had dual quad-core 3.0 GHz Xeons, 16 GB of RAM, and a pair of 250 GB SATA III drives in addition to the 1000 Watt power supply. It's currently hosting my GTX 1070 and an older GTX 960 to the tune of ~850K PPD.

The Tesla M2070 does appear to be whitelisted, and approximately equivalent to a Geforce 470. Basically if you have a PC with at least a moderate power CPU you should be able to use this card for folding.

Aside from the fact that it's an inefficient card that will burn through enormous power for relatively little output, most tesla cards I've seen have passive heat sinks. They're designed to go in servers with massive forced front to back airflow, so unless it's already got an active cooler, you'll be cable tying a couple of fans to it!
The requirements for a powerful CPU are a bit overstated - an old core2duo or later will be fine, but you'll want a full size case and a 500w power supply. If you can get the parts for free and can stomach the power costs, then every bit of folding helps, but In reality, any money spent on this would be better spent on a more modern card.
