I've started to check if my WUs have completed okay and if others have completed the same WU via the website.
For what ever reason i decide to check another username - ALICE-JINR.
It looks like the vast majority of this user's WUs fail.
Does the server monitor clients and serve WUs to clients based on their performance?

Currently, there's no "monitoring" of the clients by the Servers. Servers assign WUs to the client based on any preference (if available) and hardware match. There's no determination based on performance.
IIRC, I think v5 or v6 reported the CPU performance to the Server but I don't know if that played a factor in WU allocation.
