QRB Scaling

I assume for the purposes of this post that Points are well-correlated to scientific contribution achieved.

My question is does the quick-return bonus accurately reflect the time-value of those scientific contributions? Or is this essentially as hard to state with precision as the economic value of the research results of any given project series?
