Having installed the latest software I notice that the CPU is doing a fine job of things, but the GPU seems to have got as far as 17% and doesn't seem to really get past that point as it is always waiting for idle. During install I didn't check the use Folding screen saver. gpu:0:GF106 [GeForce GTS 450] I can't think of anything that would be utilising the GPU when I am not at the machine.
I can't seem to find any settings that might release the GPU.
I don't think it will affect anything, but I am using Win7 64 Home Premium.

If you post the log, including the system and config portions then we can see if everything is configured and running as it is supposed to.
By default the GPU slot runs only when the machine is idle like a screensaver. As long as you are using the machine, it will not progress so you have to leave it alone long enough to start running and also let it run long enough uninterrupted to do aprox 1% so it will write another checkpoint. The fact that it has gotten to 17% means that when you do leave it alone long enough it does progress. If you want to you can use the actual folding screen saver to give you some feedback as to when the GPU starts folding but it will cause some loss in productivity because it will be using the GPU too. As an alternative to the screen saver, you can also use the display power-off setting to control when the GPU folding starts.
If you would like it to run all the time simply move the power bar to full. You can do that from either the folding systray icon, the Advanced Control, or the Web Control. Do note that if you GPU fold while you use the machine you may run into lag which is why the default is to only run while idle.

The display power off setting is in the Power settings of Windows. The Folding Screen saver is with the other Windows screensavers and is normally accessible via personalize (depending upon the version of Windows you are using). The Power bar is a Folding setting accessible via the Advanced Control, the folding systray icon, or the Web Control. Depending upon how much you want to fold, there are other useful Windows power settings like keeping your machine from suspending/hibernating to allow it to fold 24x7.
To fully examine your log, I really need the system portion and the config portion too. Click refresh in the advanced control->Log tab and they will appear at the top of the log. You can just copy/paste the whole log. From the portion of log you did give, there does not seem to be a CPU core running but your GPU is doing fine.

Ahh, OK regarding screen savers, but I had just set it for Black rather than a saver.
Sorry, I only put the GPU log as the CPU was seeming to be OK.
Here is both in as far as I can tell in their entirety.
My machine never Hibernates, or any other power saving mode, so it does what is says on the box.
I set the CPU usage at 80% as I am in the tropics currently without air con, so to stop it sounding like a 747-400 I reduced the rate to lower the fan speed, and keep the processor in the green zone for heat control.
Just for the crack while writing this I have it on full load with the slider with CPU sage at 80%, and CPU usage for the 4 cores is about 95% according to task manager. The CPU is overclocked.
As not only is it making the electronics work for their living, it is also galloping through the electricity which is not cheap in this neck of the woods, I expect I shall run at a lower rate normally.

Unfortunately, the CPU load adjustment was written back when CPUs were single threaded so it only inserts idle time into one CPU. The most effective way to manage a multi-threaded CPU is to tell the OS to limit the processing to fewer CPUs than your hardware reports. For example, to set a 4 physical core/8 thread CPU to 75%, configure the FAH slot for 6 CPUs. Hopefully that will work out nicely, depending on how the OS manages the workload. If the OS ends up dispatching an unbalanced workload, you may have to manually change some affinity settings and that can get complicated (depending on your computer experience and what tools you have installed) or turn off HT and set CPU:3.
