gtx 1060 PPD low

It seems that a lot of GPU problems revolve around specific versions of drivers. Though NVidia has their own support structure, you can often learn from information reported by others who fold.

As an uninformed guess, have you obtained a passkey and done 10 WUs with it? http://folding.stanford.edu/support/faq/points/passkey/

I am getting about 150,000 PPD with a GTX 1050ti.

I know what my problem is, my driver version is 376.54 and I know I need to downgrade to 372.90 for better PPD. And every time I downgraded it, the ppd went up to 32-33W, but during the WU the nvidia driver will automatically upgrade back to 376.54 which cause the WU to failed. I am asking is there any way to keep my driver in that old version? thanks

Is there any chance you have Geforce Experience installed? I am not aware of the driver updating on it's own. The current version is 385.12 https://www.geforce.com/drivers

I am guessing blind, as you did not provide a log as requested.

Geforce Experience ... or Windows 10 ... will automatically upgrade your drivers.
