I've tested this in Windows 7 64-bit SP1, though it probably occurs on other Windows OSs such as XP or Vista. You can reproduce the problem by maximizing FAHControl, making another window cover only part of the screen, hover your mouse (don't click) over a FAHControl component to make the tooltip appear, and maximizing that other window. Another way to reproduce it is by viewing FAHControl, and then pressing the Windows key to access the Start Menu and give focus to the Task Bar. Then hover your mouse over a component such as the project description. It says "Project description for the currently selected work unit." Feel free to navigate the Start Menu, and the tooltip will not go away. So long as the mouse does not hover back over FAHControl, it is possible to open another window (such as a Word document) from the Task Bar, with that document filling the entire screen, but the tooltip by itself is still present on the screen. The tooltip will disappear if your mouse contacts it, but other than that it doesn't go away. In fact, the tooltip is present on my screen right now as I'm typing this, even though Chrome is maximized. Perhaps the tooltip could be set to disappear after 10 seconds, or the more permanent solution would be to change its appearance-disappearance logic, though I suspect that is not manually managed by FAHControl.
Sorry, my Win 7 64 does not do this. 4 seconds max, no matter what I do. And if I press the Windows key, the tool tip disappears immediately upon pressing that button.
