Looks like the first part 10DE 1E07 is the device id for GeForce RTX 2080 Ti and the second part is the vendor id.
The device id is common for all vendors but there may be more than one vendor id for different models e.g. with 2 or 3 fans. So the code means
"10DE_1E07-10DE_12A4" = "Nvidia_2080ti-Nvidia_FoundersEdition"
"10DE_1E07-1462_3715" = "Nvidia_2080ti-MSI_TrioX"

FAH doesn't care who makes the board, just what GPU chip is doing the work. The only codes that matter are NVIDIA (10DE) and the actual TU102 chip (1E07). ... or if it happens to be an AMD, then 0x1002 and the matching device code.

Many models were missing from the list of supported devices ... I added support for the whole family (including Tesla, Quadro and Mobile variants).

edit : something is still wrong but it's beyond my control ... I'll let you know when I get it fixed.
