The serverstat app lists 206.223.170.146 as "Accept" which means it's not giving out new work but it's possibly on-line to accept results. That means somebody has identified a problem and they're trying to drain the queue. It has no CS defined so everything has to either be accepted by that server or eventually expire. Since we don't know enough about the problem, it''s hard to guess.

The server is switching back and forth between Assign and Accept. While in Assign just a few dozen WUs show as available, once those are sent out it switches to Accept. Part of the high rate of connections may be lag in the update to the Assignment Servers on the number of WUs available.

This server is again causing problems. Canńot upload a finished WU.
Server status page shows as assign, but is not reachable.

While it may not help with the CPU WU shortage, you may want to remove this setting (now unused):
