If I was guessing, my answer to those and many other questions can be summarized "This project is run for and by biochemists at Universities. Until recently, they employed one programmer writing web code, server code, and all the different clients. I hear rumors they now employ 2."

And yes, you can lower the number of cores anytime, but increases take effect between Work Units.

I believe it's an old issue;
FAH will first fold a small WU on few cores. Just let it finish. Once it finishes fine, it'll download WUs utilizing the remaining cores, so long your client can see the cores, and they are configured in the client to be used.

There is an old bug where sometimes after the client is first installed a single core WU would be assigned. To the best of my knowledge that bug has been fixed. Running on 2 cores is not related to that issue.
