"geforce 2080 ti" gpu problem.

I changed gpu to a geforce 2080 ti but kept the same "i7-6950x" processor. If I use the cpu the gpu is not used to the maximum "I checked with gpu-z" so I only use the gpu to make the workunits. Do you think the problem lies in the old cpu?

Are you running the CPU for folding? The GTX 2080ti is a powerful card and should work very well, it will need some CPU resources to function fully, try setting your CPU project (assuming you are running one) to finish and see how the GPU performs by itself.
Other issues may be if you are using a PCIE riser off a x1 slot or some other setup or bottle neck issue.

That processor should be fine to keep a 2080ti fully utilized. As Kiore says though you will need to keep 1-2 threads free for the Operating System under Linux and 3 or more free under Windows. Some WUs seem to need more CPU than others so if you want to run CPU WUs on the processor then just set the number of threads to less than 16 and keep an eye on the GPU utilization for a few days and if your still seeing the GPU not fully utilized then reduce the number of threads used by the CPU slot further.

Also note that some WUs are too small to fully utilize a 2080ti and other cards with lots of shader cores. Generally these WUs have smaller atom sizes found in the Project Lists.

I tried to put 15 threads into the cpu and the gpu-z gpu load drops to 70%-75%. If I use only the gpu the gpu load of gpu-z reads 88%.

When I had the Geforce Titan X I didn't have this problem. I was able to use cpu and gpu together to the max.
